Sen. Feinstein proposes assault weapons ban – Paul Steinhauser reports

FROM CNN WIRES:

Washington (CNN) - On one side were pegboard panels mounted with various assault rifles and semi-automatic weapons - including a Bushmaster similar to the one used in last month's Newtown school massacre.

Behind the stage stood police officers supporting a renewed ban on such firepower. One by one, victims of gun violence told their brief stories and expressed support for a new federal ban being proposed by Sen. Dianne Feinstein on some assault rifles and semi-automatic weapons.

Almost six weeks after the Connecticut shooting rampage that killed 20 first graders, Feinstein said she planned to introduce her measure later Thursday, with Reps. Carolyn McCarthy of New York and Ed Perlmutter of Colorado doing the same in the House.

Feinstein's proposal would upgrade an assault weapons ban that expired in 2004 and also outlaw ammunition magazines that hold more than 10 rounds.

She said the goal is to "dry up the supply of these weapons over time."

This morning on "Early Start," CNN's Paul Steinhauser looks at the details of Sen. Feinstein's plan and the public support for this type of assault weapons ban.

Deep freeze continues as dangerous ice expected across Tennessee – Jennifer Delgado reports

FROM CNN WIRES:

(CNN) - Exposure to subfreezing temperatures has left at least three people dead in Wisconsin, Minnesota and Illinois, according to authorities.

The National Weather Service forecasters urged caution early Friday as they warned "bitterly cold conditions" were expected to continue across much of the Midwest, Mid-Atlantic and Northeast into the weekend.

Widespread light snow showers were expected across the upper Great Lakes region and across the Ohio Valley before moving later in the day across the eastern United States, according to the weather service.

Forecasters at the National Weather Service predicted 1 to 4 inches of snow for areas in the Ohio Valley and Mid-Atlantic regions on Friday with the Carolinas and Tennessee Valley getting freezing rain beginning early in the morning.

The snow was expected to move later in the day into the eastern United States. It was not good news in portions of New York and New Jersey, where homes destroyed by Superstorm Sandy in places such as Staten Island and Far Rockaway, Queens, lacked basic utilities needed to restore heat.

With temperatures plummeting, warming centers were opened in New York, New Jersey, Pennsylvania and other areas, according to various emergency management officials.

This morning on "Early Start," meteorologist Jennifer Delgado reports live from Nashville, TN on the bitter cold gripping the nation.

Heated exchanges between Clinton, Republicans in Benghazi hearing – Jill Doherty reports

FROM CNN WIRES:

Washington (CNN) - Secretary of State Hillary Clinton on Wednesday took on Republican congressional critics of her department's handling of the deadly September terrorist attack in Libya.

Conservative GOP members challenged Clinton on the lack of security at the diplomatic compound in Benghazi as well as the erroneous account that the attack grew spontaneously from a protest over an anti-Islam film produced in the United States.

At two hearings, which together totaled more than five hours, Clinton acknowledged a "systemic breakdown" cited by an independent review of issues leading up to the armed assault and said her department was taking additional steps to increase security at U.S. diplomatic facilities.

This morning on "Early Start," CNN's Jill Doherty looks at the big moments from the hearing.

More frigid air on the way for U.S. – Susan Candiotti reports

The bitter cold blast that is gripping much of the country is not expected to go away anytime soon.

In New York City, people looked as though they were mummified on the street, wrapped in as many layers as possible. Temperatures plunged into single digits this week.

Even for late January, the cold is a bit much. Some ski resorts in New Hampshire are clocking wind chills at -84 below zero. Authorities say three people have already died from exposure to the frigid temps.

This morning on "Early Start," CNN's Susan Candiotti reports on the latest in the cold snap.

Military to open combat jobs to women – Barbara Starr reports

FROM CNN'S SECURITY CLEARANCE BLOG:

The U.S. military is ending its policy of excluding women from combat and will open combat jobs and direct combat units to female troops, multiple officials told CNN on Wednesday.

Defense Secretary Leon Panetta will make the announcement Thursday and notify Congress of the planned change in policy, the officials said.

"We will eliminate the policy of 'no women in units that are tasked with direct combat,'" a senior defense official said.

The officials cautioned, however, that "not every position will open all at once on Thursday." Once the policy is changed, the Department of Defense will enter what is being called an "assessment phase," in which each branch of service will examine all its jobs and units not currently integrated and then produce a timetable for integrating them.

This morning on "Early Start," Barbara Starr reports on this historic change to the nation's military.

Rep. Schiff: 'Excessive and partisan focus' on initial Benghazi intelligence a 'horrendous distraction'

Today, outgoing Defense Secretary Leon Panetta is expected the lift the military's ban on women in combat. The move will open up hundreds of thousands of jobs for women who want to serve on the front lines.

Rep. Adam Schiff (D-CA) weighs in on the decision on Starting Point this morning, calling the choice a "very positive step."

"I think it’s overdue and it’s wonderful for several reasons.  First it’s going to be an extraordinary opportunity for women and it’s also going to be extraordinary for the institution itself," Schiff says. "Whenever we’ve integrated an institution it not only benefits the women that now have new job opportunities but it benefits the institution with better leadership and better coordination."

Rep. Schiff also discusses Hillary Clinton's testimony at yesterday's hearing on Benghazi, calling the "excessive and partisan focus" on the intelligence community's initial report that the attack was spawned by protests a "horrendous distraction."

"It used to be that the partisanship ended at the waters edge, but not any more, not even when fatalities are involved," Schiff remarks.
