Given that Guantanamo(sp) is still in operation, the pubilc option of healthcare didn't pass and the government has said little more than rhetoric on global warming, I'd say definitely a failure. You might say that the circumstances have made it impossible for him to achieve these election promises. However I'd reply that in making those promises it was his responsibility to predict the difficulties in following through with them.
